Terra, Frisbie buy more of ex-Palm Beach Kennel Club for $20M

Miami-based Terra and Palm Beach-based Frisbie Group paid $19.5 million for another piece of the former Palm Beach Kennel Club, adding to their plans to redevelop the dog track.

Investment Corporation of Palm Beach, the company that operated the club, sold the 26.1-acre parcel at 1111 North Congress Avenue to a Terra-and-Frisbie-linked entity, according to property records. The deal penciled out to $1.44 million per acre.

The group acquired its first piece of Kennel Club land for $20.9 million in 2025, followed by a $7.79 million purchase in June. 

The developers plan a mixed-use complex across 42 acres of the former track, located in unincorporated Palm Beach County near the airport. The developers applied to rezone the land in 2024 for 1,145 multifamily units and 120,000 square feet of retail and other commercial space in a community known as Westgate Village.

Construction is expected to start this year, the South Florida Business Journal reported, citing a spokesperson for Terra.

The dog track has been defunct since 2020 when voters banned greyhound racing. The racetrack opened in 1932, and some structures have stood since 1963, according to property records.

Robert Frisbie Jr.’s group navigated high-profile setbacks in the county recently, including the pulled-back redevelopment at the Royal Palm Way assemblage. 

Frisbie and Terra were also behind the One Boca plan to redevelop Boca Raton’s government center. Voters this year shot the plan down, and on the same ballot elected city council members who opposed the project.

For its part, Terra is teaming up with BH Group to develop waterfront high-rise condos on land they plan to buy from billionaire Jeff Greene for about $100 million. Terra is also working alongside Sympatico Real Estate on downtown West Palm Beach’s Mr. C Residences, for which it scored a $285 million construction loan last year.
