Eastwind Development is seeking approval to add an eight-story residential building to an office complex in Delray Beach.
The project, called the Easton at Atlantic, would include 352 apartment units and six three-story townhouses at the 16.3-acre Congress Park office complex at 160, 190 and 220 Congress Park Drive, between West Atlantic Avenue and South Congress Avenue, according to plans submitted to the city.
The site houses three office buildings, constructed in the mid-1980s, spanning 122,600 square feet, which the developers plan to leave as-is.
Coral Springs-based TMT Properties, led by Paul Burrell, Susan Burrell and Joseph Maas, owns the property.
The company bought the office complex for $23.2 million, records show. It picked up the main parcel at 220 Congress Park Drive for $11.4 million in 2018, and then the 190 and 200 Congress Park Drive buildings for $10.1 million the following year. It paid $1.7 million in 2022 for the 1.45-acre residential development site.
Palm Beach Gardens-based Eastwind, led by Jack Weir, plans to designate 38 of the units as workforce housing, defined in Palm Beach County as those reserved for households earning 60 to 140 percent of the area median income, though the project isn’t seeking affordable housing incentives.
A city study in 2023 recommended incorporating residential units in old office parks to create mixed-use areas, Weir said. This project aligns with that goal, he said, adding that he’s optimistic the development will help revitalize the Congress Avenue corridor.
“We think it’s a different type of apartment living that’ll be coming to western Delray,” he said.
The project also includes an eight-level parking garage with 672 parking spaces. Planned amenities include a pool, gym, clubhouse, co-working area and dog park.
The city’s planning and zoning board is expected to discuss the project Monday. Its details could change based on the board’s feedback.
Eastwind is active in the multifamily market across the state. The company developed the 184-unit High Ridge Landing apartments in Boynton Beach and the 108-unit Bridgewater at Lake Osborne apartments in Lantana. It developed the 178-unit The District Flats apartments in West Palm Beach, which it sold for $78 million, or $438,000 per unit, upon completion in 2022.
